Washington, September 12, 1909. CHINESE railway loan. Your telegram No. 141 of the 7th September. United States Government much appreciate friendly disposition of His Majesty's Government, but state that they have already communicated to Chinese Government terms which would be accepted for American participation in loan. They can there- fore take no action on suggestion of His Majesty's Government while these proposals are pending.
